does a fuse operate the wiper fluid pump? if so which one is it?

You find the fuse box, and the fuses are identified either at the location of the fuse or on the inside of the cover. Yes there would be a fuse for the wipers, but if they are working, then the washer pump would work. You may just have some clogged lines going to the wiper arms than need to be blown out.

If you can pull off the wiper hose plastic end, soak it in vinegar for a while to remove any build up. Then blow the tab to make sure it is clean. Also if it is off, run the wiper and washer. If you have fluid and it is not pumping, clean the lines or replace them. Make sure the wiper cleaner box is clean also. Never use tap water. It will clog up the lines and sprayers, and freeze in below freezing weather.
