In order to successfully remove your headrest you must move the headrest to the fully lifted position while depressing the button on the top of the seat. The other base for the headrest mounted on the top of the seat doesn't have a button but it does have a very small hole where a thin tool must be inserted to disengage the other latch mechanism. If you have an awl that may work, or a small pick tool is more efficient. That should fix your problem.
