I have a 79 monte carlo that I put all new brake pads
and drums...it still doesn't catch the brakes why

catch?????? did you adjust the brake shoes and blled the system???????

If it`s just rear brakes that aren't working, inspect the star wheel adjusters and make sure they are clean and serviceable. I always remove mine, take them apart, clean them with a wire wheel on a bench grinder then reassemble them using anti seize. You may want to also check the rear brake cylinders to insure they are not seized up. If they`ve never been replaced, I`d get some new ones. They`re not that expensive.
