can you put a 3" front and a 1 " rear level kit on a 2003 quad steer 1500 4x4

You can but why? If you want it level do a 2 front 1 rear, or a 3 front and 2 rear!

a leveling kit will just lift the front end between 1 and 3 inches depending on vehicle. most trucks have a 2 inch rake front to rear. lift kits will lift the front end 2 inches more than they lift the rear.
