Can I put a 70's 350 motor in a '88 Silverado

Probably but you will never pass smog inspection.

It's pretty much the same motor. You will need to block off the fuel pump mounting location. Also the I takes won't swap over, the middle bolts on the head of a tbi engine are different than the older sbc. You can either go carb or run a tbi adapter on a different intake. Or swap heads over. If you go carbed you won't pass emissions. If you leave the tbi and egr working you should. However alot of places an 88 chevy doesn't have to pass anymore. Depends on where you are
