1996 Sliverado is getting power to everything but
the instrument cluster. Radio, power windows all
work it will even turn over just won't start. If I wait
15 seconds or so the instrument cluster will get
power and it will then start and run fine. What
could cause this?

Replace new ignition .this is mis contact when you turn the key to on position
