No fuel to the engine

3 days ago I tried to start my 2002 Chev. Suburban, it didn't start and sounded like it wasn't getting any fuel. I have a fue injection pressure tester, connected it to the fuel rail and turned on  the ignition and got "0" pressure with a half  tank of gas. I removed the fuel filter and had someone turned the key while I watched, I got a brief squirt and then nothing. I installed a new filter anyway. I checked the fuel system relay in the electrical box in the engine compartment. I had someone turn on the key again and felt the fuel system relay, after 3 seconds I  could feel the relay "click". I swapped out the relay with another with the same part # and it did the same thing. Is this some kind of a anti-thieft program, if it is how do I reset it ?

Your fuel pump went south. All the signs are there.

Check the fuel pump fuse before tearing into the pump to replace it. Make sure you have power to the pump. A 14 year old vehicle may wear a hole into electrical lines or have a corroded connection or bad ground wire. Always start with the simple fix first and work into what costs money.

I bet if you rapped on the fuel tank with a rubber mallet the fuel pump will come back to life, but this is just an omen that the inevitable is on the horizon. So I would change the fuel pump at earliest opportunity, it will probably save you a towtruck bill. The local car guys on Saturday radio advise to buy OEM pumps, stay away from the cheaper aftermarket stuff, they don't last as long. In my years of mechanicin' I found to start with the cheap and easiest approach then work toward the tough and expensive stuff. I know a guy who changed a mechanical fuel pump on a GM only to find out the fuel filter was plugged on the carburetor.
