did the vehicle run like this before it was tuned up ??
Moparjohn has a good question that will help us with your trouble. Sounds to me like it's starving for fuel, but that's just a guess
I was thinking that they moved the distributor and took it out of sync...the cam position sensor is in the distributor and if it is turned it screws up the crank cam syncing ...and will make the PCM try to find the best timing for the engine to run which will make it hunt like it is

Yes it ran that way before tune up. when got truck 3 weeks ago the cat converter was way plugged and ran even worse. took it off and reamed it out. that made run better but still like it is..please help I'm a bullrider not a mechanic!!!!!

If distributer was moved wouldn't that cause the check engine light to come on?
no it moving the distributor would not put the mil light on but punching out the cat might.....// also the plugged cat is the result of your problem not cause the and may be magnified with the cat punched out ...the pcm will see that there is to much oxygen at the downstream 02 sensor and then will try to richen it up by adding fuel ....is the MIL lihgt on and do you know the codes??

No after plugs and wires were installed the light has been off. both o2 sensors are also new. can i turn distributer and fix problem?
you can on the earlier trucks it has to be done with the engine off and a volt meter ...the later trucks had an option in the scan tool to do so let me find the procedure
I checked and you will need a scan tool to set the sync ...// also the best way to check if it is close is to bring it up on TDC and look at the rotor there is a mark on the cam sensor the the rotor should alien with i added a pic also check your throttle body for it being dirty ...you could have more than one problem and think that its one big one CHECKING DISTRIBUTOR POSITION To verify correct distributor rotational position, connect the DRB scan tool to the data link connector. The data link connector is located in the passenger compartment, below and to the left of steering column. Gain access to the SET SYNC screen on the DRB. WARNING: WHEN PERFORMING THE FOLLOWING TEST, THE ENGINE WILL BE RUNNING. BE CAREFUL NOT TO STAND IN LINE WITH THE FAN BLADES OR FAN BELT. DO NOT WEAR LOOSE CLOTHING. Follow the directions on the DRB screen and start the engine. With the engine running, the words IN RANGE should appear on the screen along with 0°. This indicates correct distributor position. If a plus (+) or a minus (-) is displayed next to the degree number, and/or the degree displayed is not zero, loosen but do not remove the distributor holddown clamp bolt. Rotate the distributor until IN RANGE appears on the screen. Continue to rotate the distributor until achieving as close to 0° as possible. After adjustment, tighten clamp bolt to 22.5 N·m (200 in. lbs.) torque. The degree scale on the SET SYNC screen of the DRB is referring to fuel synchronization only. It is not referring to ignition timing. Because of this, do not attempt to adjust ignition timing using this method. Rotating the distributor will have no effect on ignition timing. All ignition timing values are controlled by the powertrain control module (PCM) After testing, install air cleaner assembly.

try replacing the MAP sensor and throttle body position sensor and check the ignition coil
ITS YOUR FUEL SHUT OFF SOLENOID OR CONNECTION IN THE WIRE
