Rapid flash is indicating a load imbalance on that side, could be the wrong bulb, bad grounds, corrosion in the wiring, bad socket, bad turn signal switch and so on. The fact that they work properly on the other side says that the relay is function properly. I ran across this a few years ago, a rig came in and had a rapid flash on one side and found they had replaced an incandescent bulb with an LED bulb, the parts guy said it would work but they don't, work without resistors.
