2006 Dodge Ram 2500 HD

my 2006 Dodge Ram cranks but wont start, its reading a P0420 code for the
catalytic converter would this keep the truck from starting.

If a cat was 100% plugged up the engine could not run. It might fire for a second or so but then die.

Yes, it will not run if it's plugged up and you don't want to run it because it can not exhaust the hot fumes and will damage the engine.
