I have an 01 Ram 2500 with the Cummins. I have a similar blower problem, but when the blower comes on, it makes extremely loud noises. It's because of the blower motor bearings. The only cure is to replace the blower assembly...in my case anyway. Yours could be sensor related. I just haven't done enough research to know if there are any sensors.

the fan motors get dirty and wont turn unless you clean them out . you could try just tapping on the bottom of the motor lightly with a hammer to loosen the crap inside, I've done this and the motor worked all winter, I suggest you take it out and blow all the dirt out of it with an air- compressor and lube it up a bit. if it still doesn't work you'll need a new one, not a rebuild they only last a year.
