It means simply it has two camshafts. Generally an intake and exhaust on inline engines or one per bank on v bank engines. A camshafts is a rotating shaft with eccentric lobes that open the valves that allow fuel/air into the engine and exhaust gasses out.
the Twin Cam 88B is a harey davidson engine wth a block design and twin chain-driven counter-balancers, Single, with 4 lobes and Displacement of 82 cu in (1340 cc)

Are you wanting to know about stats or how they work? For the basics of how they work, I personally like 'Automotive Handbook' from Bosch, but that gives more of a general overview, for more in depth information you'll have to get specialized books for the area your interested in. Most any type of book can be bought from http://store.sae.org/ I've seen some pretty good discussion on several car club forums, you'll find a good wealth of information on some of the racing based forums, dsrforum.yuku.com has a lot of good information in the 'tech. discussion' section As for vehicle specific specifications, just google it, manufacturer's tend to put out the numbers and it gets carbon copied to a dozen forums and 'reviews'.
