No heat in cab of 2002 ford f-150

Replaced heater core, radiator, and
thermostat. The blend door is working. It
blows cold air unless I rev it to 3 grand then it
blows hot.

My problem was vacum hose that run from p c v valve back to intake manifold leaking in rubber 90

All the hoses are good. I rev it up and get heat but the outlet side of heater core is cold. Mechanic said it could be blocked somewhere on the outlet side of heater core since in side gets hot.
