There was wires hanging from motor by the front
passenger tire and my car stopped running now it turns
over but won't start

Sounds like something got up under there and did some wiring reworking possibly some type of animal, that car is too low for a normal person to reach any wiring from underneath. Yes you will need a shop to find what the systems are shut down and repaired.
