Can a dealership sell a car with no Rear headrest

I bought a 2022 Subaru outback and after taking it home it has no rear
headrest, is this illegal, they are saying they don't have to supply me with one

If it didn't come with them, from the factory, it's not illegal. It could be an extra cost option. Like front seat headrests were before 1969 and shoulder seat belts before 1967. Perhaps they can put them in for you as a dealer installed option. At your expense, of course. Jim
