Okay....found some dirty exploded views...perhaps we can find the culprit~

item 11, the lever has one function or the other at the end of the slidey control on your dashboard~

Is it like the cable for the control is seized? lever broke? cable snapped? the problem seems to be with the controls, no? I suggest you take a look at the controls...the business end that way we can find the seized cables and so forth~
I need to replace the heater control value but don't know where it is located in the van
What exactly does a "Heater Control Valve" do? I've been a Ford Tech for almost 30 years and don't know what you're after. Do you mean something that shuts off the water to the heater core? There is none. Blend air door - controls the temperature.
Heater Control Valve. Ford. I have one on My ford and every Ford I ever owned. Shuts coolant on/off to core
You must have some very old Fords

find the heat-exchanger...it is on the piping leading to the heat exchanger~
Follow the 1/2 inch hose from water pump toward firewall. It will be in there.
Take off engine cover between seats and valve is on right side has yellow wire going to it.
