1989 Camaro RS - V8 TBI - Speedometer and Tachometer both reading substantially high.. factory size tires on the car.. suggestions?

My Camaro Speedo and Tach both are reading significantly higher than the actual speed.. (IE: at 65 mph I am actually going around 50-52mp)

I have the normal sized wheels and tires on the car - 205/65/r15

No clue why it would be doing this.. any ideas?

If you have not had car sence new do you know if rear gears have ever been changed or if the speedo send unit on side of trans has ever been changed
