Towing capacity
I have a 2004 Honda CRV. The owners manual
states it will tow up yo 1500 lbs and the vehicle
payload is 900 lbs. I want to tow my pop up
camper that weighs 1000 lbs empty, but someone
told me the CRV would not tow that weight. Before
I have a tow package put on my car my question is
will the CRV be able to tow the weight specified in
the manual?

First of all you cannot max out the towing AND the cargo capacity at the same time. If Honda says you can tow 1,500 pounds you should have no worries.
A dumb question, but are the towing capacity and the vehicle payload added together for total weight? I'm not quite understanding the answer.
You really need to read your owners manual.
I have read it, but I'm confused. Someone told me the total weight of the car payload and total weight of the trailer being towed cannot be over 1500 lbs. Is that correct?

The towing capacity is the vehicle you're towing plus what ever is inside of it. Good luck
