98 lexus gs300

My passenger front tire is tilted at top a little
bit and it sounds like it dragging or stuck
what could it be?

Probably have some worn front end suspension parts like ball joints or control arm bushings, and even a bad wheel bearing. Just need to be checked out either by you or take it to a shop for repair.

If you by just looking can see it looks tilt ,thats dangerous .Take to a specialty front end alignment shop or the dealer .
