Two questions; One is I have a 96 LS 400...when do I change the timing belt? Two is my radio/cd unit doesn't come on anymore, are there any easy trouble shooting things I can do... or?

that belt must be changed every 60,000 miles- at least- ignore it at your peril- as for the radio, check for power to it- it could also be an anti- theft/code problem-
