Obviously there is either too much fuel or a combustion problem. Your fuel pressure regulator, is it OK? What is the pressure reading of the fuel pressure with engine running? How about valves, etc? Something is allowing unburnt fuel to escape. Is the engine running OK? Possible misfiring cylinder might cause this. But it definitely sounds like it's getting TOO MUCH gas.

Are you sure it's fuel and not water that smells like gas? Did you collect some and light it with a match? All cars with catalytic converters normally drip some water from the exhaust when running and that water often smells like gasoline. I'm thinking that the car would burn all the fuel you feed it. If it were running "rich" it would blow black smoke, not drip fuel from the exhaust.
