Lex sc400 revs when slowing down

When I start to slow down for a traffic light, my 97
sc400 starts to rev up like someone is stepping on
the gas. Braking only slows it down and it still
moves forward slowly with brakes fully applied.
Putting the car in neutral let the engine rev and drop
down to normal idle. The part that worries me is the
fact that the brakes do not stop the car and the
engines continues to rev up.  Just wondering. No
codes are shown with meter.

I would look under the hood in case the throttle cable is caught on something.
