Not sure and your speedometer question. On your wipers it sounds like you have a bad switch I would replace it. The E Brake cables may be stretched you could try to tighten them up, if that does not work I would recommend having them replaced. I would replace the stereo with a aftermarket unit, that one sounds worn out. You have one vette that needs alot of TLC. Good luck with it
The broken cable, replace the cable and covering as it may have a pinch in it. Headlights wearing/scraping? Someone removed them and put them in without adjusting them correctly. Wrenches, plyers, and shims may be the fix. Wipers. Sound like the cut off plug needs to be replaced or cleaned as it may be sticking. Also an adjustment may be bad also. E brake? Another adjustment may fix it, or a brake overhaul is in order. Again, it may need adjusting. Where'd you get this car? Junk yards are us? Shade tree mechanics worked on it? Just because it says Chevrolet on the registration, does not mean any mechanic can work on a Corvette. I'd find someone that can work on the older Corvettes and have them go through it with a fine tooth comb to sort out all the issues done wrong. You will spend a bit of money, but it will end up being an enjoyable ride you can be proud of.
I had the same problem...the cruise control transducer was the culprit for the speedometer cable, and the wiper switch is a common problem. Willcox Corvette has a video illustrating testing the wiper motor, and switch. Sometimes, it's just easier replacing both. http://youtu.be/LIZ0KeHO78s
