1989 C4 cooling fans

cooling fans don't cpme on. I changed 2 relays plus the cooling fan sensor but
still on fans. help

If you turn on the AC or disconnect the temp sensor they may come on by default , You can hot wire them to see if they're good . Plastic fan blades can become razor sharp so be careful ,. Does it over heat ? There may be another sensor . Relays can be swapped if they're the same to see if they are a problem
