How do I access the rear tail lights to replace a bulb?

My left rear tail light is not working.  How do I access the bulb to replace it?

I tried removing the license plate but my arm is not long enough to reach the left light. A mechanic said he would like to remove the back bumper but it was a $500.00 job due to the labor charge. For a light bulb ??? Is there any other way to get to that left rear light ?
