Does the temperature return to normal with the AC on? If not you need to service the cooling system.
Engine coolant temperature switch. You have a coolant temperature sensor, which feeds the gauge on your dash, and an coolant temperature switch, which turns on the cooling fan #1 relay when engine reaches temperature. I believe if you unplug the coolant temperature switch, the fan will run. I know on some Toyotas both sensor and switch are located near radiator neck, but you'll have to look up where yours are at.

No it doesn't go down. I was driving it yesterday when I I saw it getting hot. I pulled over and checked if Radiator was full and it was.
You can test if it is the coolant temp switch, disconnect the wire harness to it and jumper the contacts. If the fan comes on, the switch was bad. The next stop would be the relay, but you said you already checked those.
