Heat does not work

My car seat heat is working but other than that
cold air blows ..

I bought my 2019 Camry 3 months ago. I live in Fargo, ND. This last week it has between -17° and 10°, with wind chills much colder than that. I just brought my car in because the heat hasn't been working properly. I was told "It's a design flaw, the engine wall is too efficient so when the temperature is below zero the car won't heat properly". And that there is nothing they could do at the dealership. What a joke. I called Toyota and they had to escalate the call and someone is supposed to be calling me back.

I have been talking with the dealer and Toyota allllll day. The dealer still claims it's a design flaw. Toyota won't do anything until they talk to the dealers Service Manager, who is conveniently off today I've been looking into the Lemon Laws. Trust me, I WILL NOT be backing down.
