horn & cruise do not work

my horn and cruise control do not work . it does not have air bags. i do not see
a clock spring. the cruise does not turn on but the fuss is good.

2 separate issues , you need a multi tester to see what part of the horn circuit is bad , start at the horn for good ground hot wire it to see if it works , cruise may be the multi function switch
