rough idle, loss of power in gear and cruising

My G20 van with TBI/EGR/TWC/H02S is idling rough as if a vacuum leak but checked all the lines and no leak. When applied a slight acceleration its hesitant and bucks. When driving at cruising speed it looses power and bucks but runs a little better when accelerating in passing gear. There are no codes in the ECM when checked with a code reader. Checked the EGR and seems to be working it opens at approx. 2000 RPM's and when checked for closing a few weeks ago there was no air blowing through when closed! The solenoid vacuum is irregular sometimes it will go up and immediately drop to 0 and  sometimes it will go up and maintain vacuum but sometimes not respond at all with no vacuum. Can you help with this situation?

Check air filter and clean throttle body with throttle body cleaner spray also change fuel filter if have not done done so in a while. Add fuel injector cleaner to gas tank then take out on road and hit the passing gear a few times that will help the injector cleaner to clean the injectors and remove carbon build up.
