if my starter is all the way dead can mny car start?

Yes. The alternator charges the battery. If the battery has a full charge, as your new one should, it will probably start the car at least once but don't ask much more from it. With a failed alternator, the battery will not get any new charge. The starter is never "dead" unless it suffers from mechanical problems or an interior electrical component fails. It holds no electrical charge so it can never be dead. It gets its electrical power from the battery to start the car and then, when the engine runs, the alternator recharges the battery.
No, if the starter is bad a new battery will not make it start the engine. Try hitting the starter a few times with a hammer. If this gets you going it's definitely a bad starter and the starter needs to be replaced! Hope that helps! Jim
