Overheating silverado

1999 Chevy Silverado 1500 5.3L 4WD
extended cab. Brand new thermostat and
water pump, new coolant still overheats.
Flow seems strong and heat is intense but
still gets hotter than normal (about210-212f)
seems like maybe a blockage somewhere or
maybe just air in the system?
