Why does my 1998 Silverado jerk to either side while steering at certain speeds?

I have a 1998 Chevy Silverado with a steering issue. When driving between 20-30mph as I'm turning the truck will jerk to the side then regain normal steering after turning further. This problem does not occur while driving at faster speeds. I've had the truck lined, balanced and replaced the pittman arm, but no success. Any ideas of what is causing this problem?

something is shifting left to right, rear shackles or leaf springs, a lateral shift, shake the truck while parked to see
