First off you need to know if there is spark. If not it going to be in the Ignition Control Module since you have replaced everything else. If you have spark then it is a fuel issue and chances are the injectors, spider lines, and regulator would have to be replaced, since you have replaced the fuel pump.
Just a side note. Is it a vortex motor? If so have you ever sprayed starting fluid in the intake? If so you might have blown the plastic intake. These motor have spider injectors like the previous post mentioned and starter fluid will ruin them and the intake. Never spray anything in these style intakes.
Out of curiosity, what make you say it is not a Vortec motor? Is it the 4.3L? And is it Sequential Multi-port fuel injection?
Because GM started putting the Vortec motor in trucks in 1996 and on up.
Have you checked the starter? Get a buddy or parts place to run a diagnostic for free. It usually gives a long list of possibilities but there is a way of narrowing it down a bit. Good luck. When you find out your problem please share. I have a'92 V6 Silverado. Bought it used about 17 years ago it's been one awesome machine.
