You can not turn rotor after opening bleeder screw and is this happening on both sides ?

Caliper pistons can be binding / not releasing after the (hydraulic pressure is removed ) 15 years old unless the calipers have be replaced at some point. Also old rubber brake hoses can hold pressure too.. Deteriorated inside and look Ok outside. Change them for a few $

If you open bleeder screw and the rotor spins freely the brake hoses are bad if rotor stays tight the caliper piston is seized up.
