Truck wont start

I have a 2003 Chevy Silverado tried starting on very cold morn turned over twice then
heard pop under dash. checked battery, found bad replaced with new still wont start lights
in dash all come on but when i turn the key nothing happens except I hear a hissing noise
under dash when I let go of key. Wondering if the electrical control module has gone out
again.

check fuse panel for start and IGN relay, possibly burned the relay. Common to have starter shorted out causing this kind of problem.
