I bought a 1994 Ford Tempo GL 2.3L that sat 10yrs. I have replaced breaks/fluid, oil/filter. Should I
put new power steering fluid in and is it wise to drain tranny and replace fluid?

Replace all fluids including the following...engine oil, brake fluid, transmission fluid and power steering fluid. Fuel lines might be full of gunk and fuel tank might contain rust so the lines may have to be disconnected and flushed out. If the fuel tank has rust inside you will need a replacement tank because the rust could frequently plug the fuel filter. How many miles on this Tempo?
