if i have a bad water pump could i still get heat inside the vehicle

Yes, you can. A bad waterpump will still circulate water through the block and heater core. It really depends on "bad" -- does that mean its leaking, the bearings are going out, or the shaft is sheared. If the shaft is sheared, no, it won't circulate, the other two problems, you can get heat.

Probably not but unless the water pump is leaking, a bad (clogged) heater core is more likely the cause.
