Assuming you have a 4.6 L in there? Try the folks at Crownvic.net for performance suggestions. The cheaper options are to make the engine breathe better, new intake or at least a new snorkel, performance exhaust (that's actually not all that cheap), or a new ECU with a better performance curve.
