check that the compressor actually turns on or not and then go from there.

2000 Crown Victoria, I put two cans of 134a in it and the accumulator is cold but it blows out hot air

The easiest and best fix for that is to bypass the blend door: https://www.ebay.com/i/253244442681?chn=ps
