2003 Crown Vic Wipers randomly go Full blast only, and don't reset when they are turned off.

I have a 2003 Crown Vic. Randomly it will decide to only let the wipers go full
blast or not at all. I can run the twist switch through all settings, but it only runs
on full blast. When it is turned off it does not reset, it just stops where it is at.
Other times it works completely normal. It happens about 50/50.
