whats wrong with my ac

my ac blows good through the upper vents but barely pushes air through the face level vents. i changed the blower fan and wheel but this did not fix the problem. you can hear the motor run faster on high but it dose not change the amount of air passing through.

More than likely the vent door for face level is not opening all the way and gets stuck,or the motor is not functioning well.
