bad EGR vacuum solenoid or bad vacuum hose or connection. Check the vacuum hose first to see if it has a hole or crack. You can remove it from the EGR and vacuum solenoid and plug one end with your finger and blow through it to see if it is leaking air if its a tiny pin hole soapy water applied will show bubbles when you blow through it.
