Engine won't shut off and I've replaced ignition cylinder

My ignition cylinder needed replace I was told replaced it
programmed the keys it will start the car but it won't shut
off the engine I was told it could be something broke in the
steering column

is this what you replaced? Note the picture. Online parts book showed this for ignition switch. Maybe problem is the switch and not the key cylinder? Unless the engine is dieseling, it can't run w/o spark. Primary voltage to ignition coil comes from ignition switch, even coil on plug ignition.
