2004 Expedition Cruise control doesn't engage, any ideas?

I have a 2004 Expedition 5.6 4wd, cruise control light comes on when I press the (set),
button, Does not engage, press the brake petal and the C.Control light on the dash goes
off. Recall? I went to Ford.com & Registered. Put in my vin#, answered no recall.
