Alarm wont go off can't start car,

Anti-theft systems in vehicles involve electronics/computer systems inside the vehicle. Best it is repaired by someone qualified else serious damage can be done. All I would try is to disconnect the battery for a few minutes, reconnect it and see if it helps.
