Will a 1999 explorer 4.0 engine fit in my 2002
explorer?

Bolt up, probably, work properly, no. Your 99 probably had the 4.0 OHV engine. The 2002 has the SHOC engine. I know the pinouts for the 4.0 OHV engine are completely different from the 4.0 SOHC engine.
