signal and brake light dont work when steering column is in an position but all the way up

having a problem with signal and brake lights. When the steering column is down I get a fast flashing on signal light and brake light dont work. When the steering column is al the way up they work fine.

...chek lite bulbs sounds like 1 bulb is burnt,the other prob.chk.wiring diagram.g.c.

The harness on the top of steering column that connects the multiswitch is notorious for becoming loose and or broken. Check harness for connection. It's your issue
