The switch on your brake pedal may be bad. But first check your fuses and relays. There is usually a solenoid that goes bad. It's the neutral park safety switch. Not sure, but you may need brake power to over ride the solenoid in order to get it in gear. If you get the brakes to work, you may solve the gear issue. Try putting the key on to the first position, see if you can shift it into neutral. If so, you should be able to start the vehicle so you can get it to the shop to replace the shift solenoid.

Try this: Brake-shift interlock This vehicle is equipped with a brake-shift interlock feature that prevents the gearshift lever from being moved from P (Park) when the ignition is in the ON position unless brake pedal is depressed. If you cannot move the gearshift lever out of P (Park) with ignition in the ON position and the brake pedal depressed: 1. Apply the parking brake, turn ignition key to LOCK, then remove the key. 2. Locate the access cover plate to the brake-shift interlock override. It is located on the underside of the steering column. 3. Rotate the access panel (counterclockwise) with a flat head screw driver until it is lined up to the access hole in the open position. 4. Insert a tool (or screw driver) into the access hole to override the brake-shift interlock. Apply the brake and shift into Neutral. 5. Return the cover plate (rotate clockwise) to the closed position. Start the vehicle. If it is necessary to use the above procedure to move the gearshift lever, it is possible that a fuse has blown or the vehicle’s brakelamps are not operating properly. Refer to Fuses and relays in the Roadside emergencies chapter.

In furtherance of Reelin68 comment, the same thing will happen if the battery goes dead and you're nosed into a parking position. It will not come out of park. You may need two sets of cables for a jump, or at least to supply enough power to the battery so you can shift it out of park.

Fuse #9 in the DS interior fuse box - 2003 sport trac - wouldn't shift out of park after attempting to replace 4x4 module (with what turned out to be an incorrect part #) - Same symptoms as above... I replaced 7.5 (power train) fuse... Back to normal... Normal shifting anyway, I still have to get the right module and do it again... 8]

Check fuse 23 and 26, I had 26 blown and replaced it and everything is good.

My 2002 Ford Explorer will shift into gears on the shifter but wont move like all gears are stuck it starts up and I have no check engine light....

If you can't see any obvious problems with the linkage, then It's most likely that your transmission has failed. Those trannys are sealed transmissions and you may have waited too long to change out the oil, or it may have been low for quite some time. Those transmissions are notorious for failure. Here's an article about the issue: The Ford Explorer has a huge problem with transmission failure, mostly from the early 2000s -- especially the 2002–2004 Ford Explorer. Transmission problems in Ford Explorers are one of the most commonly complained about issues of any car on the road. One dealer even claims that 1 out of every 10 Explorer's from the early 2000 model years will have transmission failure at some point. I have a 2002 Explorer 4 door XLT, with tilt steering wheel and the over-ride for the brake shift interlock is in the center of a metal plate right under the upper portion of the steering column and all you need to operate the over-ride is a small allen wrench, punch or something similar. In the center of the plate is what looks like an allen screw but it is hollow in the middle. With the ignition on or engine started, just insert the allen wrench in the hole and push up while you apply the brake. I heard a faint click but you may not. At that point, you can move the shift lever into any position. On my car, I was able to use the lever normally after that and drive the car normally.

This exact thing happened to me. Do you have a little rectangular plastic pad with 6 buttons next to the steering wheel? If so, it locks the gears to park until you enter a passcode. Call the dealership and get your passcode.
