I'm dealing with this right now on my 97 Explorer Sport 4.0 SOHC. Has new battery, starter, starter solenoid, starter switch, starter cylinder spark plugs, coil pack test exactly as it should, all fuses and relays test good, battery is hooked up and holding a charge at 12.63 volts, have checked ground wires (did have to replace one) battery cables were bad, replaced with a good set from uPickIt. Starter cranks when you jump the solenoid and fuel pump is working. You can tell it wants to start but can't, (I do put the key in and turn to the on position) I have zero, I repeat ZERO power inside inside the cab. No dash lights, lamps, radio, Nothing. Had a mechanic friend come take a look at it and says there is a wiring issue somewhere in the steering wheel column. I haven't been able to test every wire yet or trace them back, I have no idea what would cause this. What am I missing?

Hey Michael, I ended up having mine towed to a local backyard mechanic. He said he had to reprogram my computer to both my original. He said he would have been able to read the codes on what happen if i had not unhooked my battery. He had it fixed same day for $80.00. But then again i was getting dash lights, ect. Just not turning over. It all started when i let it set for a couple weeks and the battery got weak. It started to crank but didnt. So i hooked jumper cables to it, and got nothing. Took battery out and charged fully and again nothing. I noticed i then had the alarm light on my dash blinking rapidly and went to google from there. Yes, it was a head ache and these Explorers are prone for this no start stuff it sounds like. Feel lucky i got by with $80.00 though. Wish i could help more. Best of luck to ya.

Thanks Roger, I wish I could have paid just 80 bucks lol. I've already put 3 or 4 bills into and it hasn't fixed it yet. My last part to try is the neutral safety switch, even though there not called that anymore. And I really really hope it's repairable. I can't afford yet another part right now. Fingers crossed this does it. Thanks
