2001 explore sport will not go over 65MHP on the Highway

I have a 2001 explorer sport V6 with 173,500 on the SUV. When i drive the SUV it will not go over 65MHP on the highway. Going up a hill i slow down. Shifting is an issue. It will rev up to 2500 RPMs then jerk when it shift. I can hardly get up to 40 MPR on normal streets.  I have changed the oil, new spark plugs, and trans fluid is full. My gas milage is about 180-200 per tank so theres an issue there to. Right now i an at 50 miles and went through a half tank. But no fule leak. Any help or instie would go a long way.

clogged cat converter for the no power,sounds like your tourk converter lock out is bad on shifting issue.
